Citadel Treasury

What level of the Citadel is the treasury located?
Out of the five locations of the Shrine Keys, this may be the easiest one to aquire.

The main treasury of the Citadel is on level 23, along with the Royal Chambers and the Throne Room. Very heavily guarded.

Deth, Caramus, Sillar, and Varlos's Glyph Stones would be way more difficult to obtain than the Treasury (IMO). The party will not want a direct confrontation with Deth, the Queens Guard, or the Black Sorcerers. However, that is up to them.

well why would you go through the trouble of stealing the keystone from the treasury (assuming you are going to use it on the shrine, which is the only thing you would use it on) if you are going to the shrine anyway, which is ALWAYS guarded by Deth who has the keystone with him at ALL times?

Perhaps you haven't read the description for Deth, but I don't believe that a party of 5th level will want to attempt combat with him (Just my opinion).  Besides, the treasury isn't protected from teleport or dimension door ::)

You both have valid points. Since Deth is always in the Shrine and he carries a copy of the Keystone, then you could just go to the Shrine and take it from Deth. However, Deth is, to put it mildly, a BADASS. Golanthius is right... it'd be suicide for a bunch of 5th level guys. Actually, it would probably be suicide for them to even walk into the Shrine. :)

It certainly is a quandary... I want the party to have some chance to succeed in obtaining the final skull from the Shrine. As written, the party has no chance to acquire what they need. I forsee some interesting uses of the Unseen Servant spell.

Either I weaken the defences of the Shrine (and Citadel) or I make available some form of magic (either scrolls or items) to give the group a chance.

I will keep you all informed on how this works out.
